Pat salmon dry. Season flesh side with salt and pepper.
Mix honey, soy sauce, minced garlic, and sesame oil in a small bowl.
Heat butter in oven-safe skillet over medium-high until foaming stops.
Place salmon skin-side UP. Cook 3 minutes — don't touch it. Flip.
Pour honey garlic sauce over salmon. Tilt pan, baste constantly for 2 minutes as sauce thickens.
If sauce isn't caramelizing, increase heat slightly. The fond on the pan is flavor.
Rest 2 minutes. Serve over steamed rice with sesame seeds and green onions.
